Submitting a Loan Guarantee

Climate Tech Finance Loan Guarantee

For loans up to $20 million/ Maximum guarantee amount $5 million

Lenders who wish to enroll in the Climate Tech Finance program, which provides guarantees on loans up to $20 million with up to $5 million guaranteed, should contact IBank’s Climate Tech Finance partner, the Bay Area Air Quality Management District (BAAQMD).

Climate Loan Guarantee

No loan size limit / Guarantee amount between $5 million and $30 million

IBank-certified lenders should submit a Climate Loan Guarantee request and relevant guarantee documents  to IBank to climatefinancing@ibank.ca.gov​

The loan guarantee request should include:

• The lender’s credit memo
• Lender’s written loan default procedures
• Evidence that loan proceeds will comply with Federal Cross-Cutting Requirements and meet the Six-Factor Eligibility Criteria.
• Evidence that the loan does or does not qualify toward Justice40, described in Underserved Community Benefits

Due to limited available funding and a requirement to create a sustainable financing, Loan Guarantee approval is not certain and is subject to an IBank credit confirmation. Additionally, U.S. EPA continues to provide updated guidance and clarity on program requirements and restrictions. For this reason, it is recommended that borrowers and lenders engage with IBank early to ensure the best odds of getting a guarantee.
